The UCEI project on international comparisons of electricity regulation will culminate next year with the appearance of study results in a book to be published by Cambridge University Press. The study was initiated in 1990 by Rich Gilbert, who assembled a team of economists from the University of California and other universities around the world, to examine the electricity industry. Upon leaving UCEI to take up his position in the Justice Department, Rich turned the management of the project over to Ed Kahn, co-author of the chapter on the U.S. industry. All of the authors convened a conference at the University of Toulouse in May of 1993 to exchange results. The book will give the most comprehensive characterization of historical and institutional information about electricity regulation ever assembled. It is certain to be useful to both academics and policy analysts for years to come.
